Funds are available to community college districts to “advance the goals of the legislation.” The law allows districts to decide the best use of the funding for their student population. 91É«ÇéƬ chose to use the funds for the FRC Promise Scholarship, with the overall goal of providing free tuition to full-time California resident students. The FRC Promise Scholarship waives California Enrollment Fees ($46 per unit)  91É«ÇéƬ students who are not eligible for the California College Promise Grant (CCPG). Funds are limited and not gaurenteed. 

All first-time students, second-year students, or students who earned college units while participating in concurrent enrollment and/or dual enrollment while in high school, who also:

• are California residents or AB540 eligible
• complete a  or
• enroll in 12 or more units per semester
• meet with an academic Advisor/Counselor to develop a Student Education Plan (SEP)
• complete new student orientation

Yes. Any second year student who was a first-time student the year before and was full-time may have the fees waived using FRC Promise funds. The student may have attended another college or multiple colleges totaling 12 or more units per primary term and participate for their second college year. 

No, the FRC Promise Scholarship is a separate program, which pays enrollment fees for first time, full-time students who do not qualify for a CCPG and/or the Federal Pell Grant and meet the other requirements.

A student must maintain a cumulative GPA of 2.00, enroll in and complete 12 or more units on average per semester and meet with their advisor/counselor prior to the spring or the following consecutive semester of enrollment for each semester they wish to receive funding.

The FRC Promise Scholarship covers California enrollment fees ($46 per unit); it does not cover a student’s health ($18/fall & spring; $15/summer), transit ($1.50/unit) and student representation ($2/semester) fees.

No, only tuition. However, students may inquire with CalWorks, EOPS, TRiO and Student Equity as these programs can provide assistance with books/supplies.

Students’ fees will be automatically applied to their student account balance once their eligibility has been determined. The FRC Promise Scholarship will waive enrollment fees after the census date each semester. However, if your enrollment fees were paid prior to eligibility determination, your enrollment fees will be reimbursed.

Yes! 12 units is the minimum.

For two academic years. For example, if a student begins in:

• Spring 2023 – receives for spring 2023, summer 2023, fall 2023, and spring 2024 semesters
• Summer 2023 – receives for summer 2023, fall 2023, spring 2024, summer 2024, fall 2024, and spring 2025 semesters
• Fall 2023 – receives for fall 2023, spring 2024, summer 2024, fall 2024, and spring 2025 semesters

Yes! For spring, summer, fall, and spring semesters.

The student may receive an FRC Promise Scholarship only during two award years. Therefore, the student could attend for spring of the first award year, and then only for summer, fall and spring of the second award year.

Students who do not complete 12 units may become ineligible for the next term. If a student fails to enroll in or complete 12 units in one term, the student could still be eligible for a Promise Scholarship in the subsequent term as long as they enroll in 12 or more units in that subsequent term and explain in writing why they did not enroll or successfully complete 12 or more units.  

First-time students should complete the following steps:

1. Complete the FRC Admissions Application at: frc.edu – click on “Apply Now”
2. Complete the FAFSA or CADAA
3. Meet with an Academic Advisor/Counselor to discuss course options, develop a Student Education Plan (SEP) Schedule your advising appointment now! 
4. Enroll in at least 12 units
5. New students complete new student orientation
